Ms. Eto has over 28 years of experience in environmental analysis, biology, construction monitoring, and mitigation compliance. She is highly experienced in environmental permitting and compliance, environmental documentation, research, and analysis gained through a diversified array of public, private, and military projects from California to the Midwest. These projects include transportation systems, industrial facilities, residential development, and infrastructure improvements. Ms. Eto has completed several large and complex projects in Southern California involving environmental compliance and permitting, resource assessment, and construction environmental management for linear projects including highway, rail, and communication networks. Such projects have included Transportation Corridor Agency’s Eastern Transportation Corridor toll road construction project and Level (3) fiber optic network installations throughout Southern California, the Otay Water District Master Plan Programmatic Environmental Impact Report, and North County Transit Agency railroad bridge repair projects.
Ms. Eto has also applied her diverse biological, technical, and compliance background to the preparation of environmental documents for development projects, general plan updates, and school planning projects. She also conducts third-party reviews of CEQA documents and supporting technical reports, focusing on biological issues.
